The Parish Paths Partnership scheme (P3 scheme) is an initiative supported by the National Association of Local Councils and funded by Devon County Council. The main aim of the scheme is to improve the condition of local rights of way and keep them open and used properly. This is accomplished by working in partnership with parish/town councils, landowners and local voluntary groups.
The scheme aims to ensure that the rights of way network is properly maintained and well publicised. Parish/town councils in the scheme receive an annual grant from Devon County Council to cover the mileage of rights of way in the parish, special projects, and work such as vegetation clearance, stile repair, and waymarking. Each year, the parish/town council will organize a survey to assess the condition of the rights of way and determine what work needs to be done. This survey also provides the necessary information for the grant payment calculation.
